Vettel and Ricciardo could get knocked out in Q1 and Hamilton would still say Red Bull has a quick car.

Didn't we have an exception for HRT during one year? I'm pretty sure this what's been happening reliability-wise warrants an exception too...

The 107% rule tends to also include times from FP1 and 2 so it's likely they'll all get a decent time in from all the sessions.

HRT failed to qualify for both the 2011 and 2012 Australian GPs due to the 107% rule.

Both allowed to race though, FIA cant afford to not have teams race. I dont agree with the whole 'using free practice' malarky. Free practice isnt about pace, Qualifying however, is about pace.
