Are you limited by legislation or is that just the mechanism they use to charge you more?

The company that owns the infrastructure charges ridiculous prices to ISP's.

That is a sh*t upload speed.

But, Vista with 2gig of RAM isnt the most ideal option to run the PC at.

But i can get Windows 7 for £30, or XP pro for free =]. Deffo thinking of downgrading OS. Ideally, Id like to buy a new PC.

yeah, very sh*t upload speed......anywhere from 1 to 1.5 Mb/s up would be very much ideal for me.

I tested my broadband speed here http://www.ip-details.com/internet-speed-test/.
My speed test results are,
7.02Mbps when downloading,
2.36Mbps when uploading...
Is this normal speed?

depends where you live, and what you use the internet for.
but looking at the speeds it great, specially the upload speed.

got mine but have got less jitter.. also slower ping.

check this one out...... Korea to get 1gbps broadband speeds

Now when visiting Korea, you can enjoy downloading a full-feature 120 minutes length movie in around 12 seconds, as long as you are visiting after 2012, Far East Gizmos reports.

Of course, the 1gbps speeds are only available via a wired connection, but wireless connections will be able to get up to 10mbps. The aim of the improvement of the broadband infrastructure is to give users access to streaming, seamless access to high-quality IPTV services. The Korean government is investing W34 trillion into the proposed upgrade, or around $720,526,406 USD.

The super-speed broadband
will be available in most, if not all, large cities but Koreans in rural towns can still get speeds of up to 50mbps to 100mbps, allowing them to still enjoy streaming media without any issues.

This improvement may lead to other countries catching on, and bulking up internet speeds also.
