With three rallies complete (and the fourth currently in progress) in the 2013 season, Sebastien Ogier is leading the World Rally Championship for Drivers by 31 points over Sebastien Loeb. With Loeb only running a part-time schedule this season, the real battle right now seems to be for second place in the World Rally Championship for Drivers. Mikko Hirvonen currently sits in third with 30 points, followed by Dani Sordo (27 points), Mads Ostberg (26 points), and Thierry Neuville (25 points). There are still nine and a half rallies remaining, but it already appears that Ogier will win by a very wide margin.
Meanwhile, in the World Rally Championship for Manufacturers, Citroen leads Volkswagen by a margin of only six points after three rallies.

Seven rallies in to the season now, Ogier has run away with the World Rally Championship for Drivers. I reckon the Manufacturers' championship will be close between Volkswagen and Citroen.
