I don't think he planned it, but certainly when two cars closed the track in front of him he could have stay there and lost positions. Instead of that he took the outside and kept the position. He could stay on the track but that would of meant almost a full stop. at the start of a grad prix there are 20 cars, they are more focused on gaining or stop losing positions rather than looking after the racing line. It was a racing incident.
