No such championship during the 90's or 2000's. And at the moment I don't know about the 50's, 60's or 70's other than Hawthorn in 1958. But during the 80's:
1982 Rosberg 1 win - Lauda, Arnoux, Watson, Pironi, Prost 2 wins
1983 Piquet 3 wins - Prost 4 wins
1984 Lauda 5 wins - Prost 7 wins
1986 Prost 4 wins - Mansell 5 wins
1987 Piquet 3 wins - Mansell 6 wins
1989 Prost 4 wins - Senna 6 wins

in 1982, Rosberg won it, because Pironi almost lost his legs in Hockenheim and was out for the rest of the year and Villeneuve lost his life early in the season in Zolder. One of the Ferraris would have won it that year, they even won the constructors championship, although their two main pilots were unavailable for much of the season.
In 1989, Prost won it, because of the collision at the chicane in Suzuka. It looked almost certainly like Senna would win it.
In 1986, Mansell´s tyre blew up in the final race, otherwise he would have won it.
So in all these years, not the season´s best driver won, but the one who had been the most consistent and lucky one.
I think this year it´s different, Hamilton has been better in the races than Massa in my oppinion, plus that Spa victory, which Massa won by default and Hamilton lost.
