The 200K seem to be related with Sutil's salary. Sometimes the money penalties depend on the defendant's income, not the damage or the possibility of a deal. (I think, I've watched too many "Richter Hold" on German TV each time a caught a flu

The different levels of Körperverletzung comprise many different things. Some of them would have never been seen in a court in my country, for example.
The reports from court say the footage didn't clear anything, it was all too blurry. The judge decided there was gefährliche Körperverletzung because of the direction the glass hat cut into Lux's neck. It seems that expert's report was the only proof in one or the other direction.
