What were the changes? The change to grooved tyres was intended as a way to reduce the cars' speed in the corners on safety grounds, and affected all teams equally. What really cost Williams was 1) the loss of Adrian Newey to McLaren and 2) Renault pulling out, leaving both Williams and Benetton to continue with second-class rebadged units that never even won a race.
I don't see RBR losing their advantage unless the new rules compromise the reliability of their engine, as has been suggested.

These changes should have a minor impact on Red Bull, but I think they will still be the team to beat.

it would be hilarious if Red Bull was the least affected by banning the Exhaust Blown diffusers, and all the other teams become a second slower... I would probably stop watching F1 lol

Early rumours:
*Valencia Street Circuit will replace the Circuit de Catalunya as the Spanish Grand Prix from 2012
*Barcelona will be dropped from the calendar, Valencia contract extended to 2021.
*Race would be on 13th May, with the circuit paying the same sum.

And an interesting theory has cropped up
Taking to the pits on the final lap of the race might be beneficial
I watched MotoGP and the finish line is just after the exit of Club, therefore not too far down the pit lane, negating the damage that the 60mph speed limit would cause. This theory suggests that it is quicker to finish the race on the final lap to go through the pits rather than take the normal circuit. Because you brake later than you would for Vale and simply have to negotiate one corner. If you're a few tenths behind someone on the final lap, it could be worth a punt.
