Every time I come back to this thread and read the proposed changes it makes me lose interest in F1. Kinda like what is happening in IRL, Champ Car, etc... I understand they want to level the playing field, but what makes formula 1 so awesome is the individual development they all do to make their cars so unique, fast, and slow... Perhaps what is needed is a price cap.. not a development cap... and with the right management/personnel in place, $$$ can still go a far way... more $$$ doesn't ALWAYS mean more performance.. although, in F1 it does seem to matter! but look at the factory Honda team, what a c**p year.... anyways, just my two rambling cents.

yer thats actually a great idea, max mosely always uses the excuse to 'reduce costs' when he implies new rules, but hes obviously a little stupid cos a price cap would save him so much work!!

i agree with you almost 100%
if those rules are actually used for 2011 theres a very good chance i will slowly loose interest in F1... oh it pains me to say it!
F1 is becoming too much like NASCAR, why not make them drive around oval tracks too! or would that get in the way of elimnating all the traditional grand prixs and the developement for races in other nations such as india and singapore or korea!
the future is not looking bright!

Key proposals are:

Engine efficiency

Limit engine power by imposing a maximum energy flow rate. There will be few restrictions on the engine cycle, which can include turbo-charging and energy recovery. This could lead to a gain of at least 20% in thermal efficiency.

Drag

Allow moving aerodynamic devices (flexi wings, flexi floors and mass dampers?!), which will reduce drag by more than 50% and allow a 40% reduction in the power required to maintain current speeds.

Energy recovery

Energy will be recovered during braking and returned to both front and rear axles when accelerating. The amount of energy returned on each straight will be limited in order to prevent top speeds exceeding circuit safety criteria.

Fuel

The total amount of fuel energy to be consumed during a race will be regulated, encouraging further overall efficiency. The CO2 emitted will be further reduced by the introduction of gasoline which is partly derived from sustainable, non-food bio sources but complies fully with pump fuel legislation. (bio fuel is almost as polluting as petroleum...what's the point)

Overtaking

New aerodynamic rules will halve the downforce, and de-sensitise the car to the influence of the wake of the car ahead. It is also proposed to eliminate automatically the downforce deficit of the following car.

Regulations

The best estimates of what these measures will mean in terms of regulations are currently as follows:
• 1.3-1.5 litre, 4-cylinder engine; ( 4 cylinder!!!!:S that's half of what we have now... )
• no RPM or boost limit;
• energy flow rate to generate 300kW, including energy recovery from the exhaust;
• 200kW brake energy recovery, front and rear axle;
• 400-600kJ energy return per straight;
• pump-legal bio-fuel;
• FIA specified and supplied undertray and possibly other aerodynamic components;
• 50% 2007 downforce;
• adjustable, regulated wings and cooling;
• automatic downforce adjustment when following another car;
• lap times and top speeds maintained at 2009 levels;
• over 50% reduction in fuel consumed.

Costs

A number of measures to constrain costs are proposed, including:
• standardisation of components (including wheels, brakes, brake ducts and uprights); (f1 becomes a1gp?:S)
• homologation of components and assemblies;
• material restrictions;
• extended life of assemblies;
• restrictions on personnel and work at races;
• restrictions on the use of certain facilities (eg wind tunnels).

F1 is being destroyed, i mean the whole point of f1 is that it's extreme engineering and technology, not 4 cyliner engines and restrictions on development >:[

Some interesting things:

With these proposals actually happen, F1 wouldn't be F1 anymore.
They want to keep the speeds, but now they've got to reduce the energy used (less power) in a race for environmental reasons, so in order to do so they've got to make use of aerodynamics even more heavily

I can see the 2011 season beign a bad one, hopefully if they have all these changes, they will realise after only 1 season to revert back to normal F1. I say just give them 1996/1997/1998 cars to drive, and back to slick tyres, then u'll c some action
