I heard Mercedes will use the chassis they used during winter testing and that Red Bull will only have reliability improvements (so no aerodynamical updates for RBR)..

TS is saying Red Bull will bring new front wing to Spain . The F-duct system isnt coming until maybe to Turkey as Newey is building a system of his own and they will never use it if there isnt sicnificant advantage coming of it.

Didn't Newey say at some point that if one wants to copy McLaren's F-duct system then they would have to rebuild the car or something like that or do I remember wrong?

No correct, he said that McLaren built there car around the F-duct, like last year with the diffusers, Brawn built there car around the diffuser, others have to implement it, but it's not totally integrated in the car as it's just a loose part of it.
