Hamilton got a penalty for France 2008 after what happened in Canada. Same with Vettel after Oz last year. In the Canada 2008 case, I think Hamilton was penalized enough through taking himself out of the race. With the way that 2008 season went, that penalty in France could have cost him the championship if things went just a little differently.

One of the best races in years, this race had everything: crashes, overtaking, suspense because of the strategy! Admittedly it got a bit duller as soon as the likes of Hamilton and Webber went into pitlane, but that is also what got us such an exciting finish.
Overtaking is very well possible, also in the dry apart from a few exceptions (Hamilton vs Kubica or Alonso vs Massa for instance, but then again, we also saw some great racing mid-race when the track was dry). So obviously it's up to the track...
Hopefully Malaysia will be as eventful!
