I think 2003 was pretty much the pinnacle of this decade. The qualifying format was better than ever, most of the races were well above average and races like Brazilian GP could be regarded one of the best races ever.
Raikkonen and Alonso got their first wins and Montoya was probably at his best back then. It would have been great to see either Raikkonen or Montoya to win the championship that year but car reliability wasn't on their side in the crucial moments. Actually everybody were somewhat inconsistent so the championship battle was kind of like in 2008, except that there was a lot more fighting on the track in 2003.

Probably many people here started watching F1 around 2007-2008 so that explains the result.
2000 and 2005 were pretty good too in terms of certain individual performances, but the championship fight itself was only open for a while during those seasons.
