Lewis hesitated and it cost him. Why do the FIA deploy the SC like that though?

Unbelieavable. Vettel had luck with SC coming out,Hamilton thought he was clever :D
Ferraris done the right job but lost positions anyway.

How could the penalty come 15laps later???
He made a gap,and there is no effects of Hamiltons penalty. Unbelieveable.
