And those who were asked refused, believing that using the 2013 car would be against the rules.

Anyways, Alonso doesn't want to test the Pirelli tires at Silverstone.
"I don't intend to go," Alonso told reporters in the Ferrari motorhome ahead of Sunday's German Grand Prix.
"It's not a very safe thing racing on the same track with the same tyres. I don't have the feeling I want to go. But if the team wants me to go..."
On one hand, I can't blame him. On the other, it seems way off, that Pirelli and FIA give them the opportunity to test, and he refuses...
"Right now I'm having amnesia and déjà vu at the same time. I think I've forgotten this before."

Still a bit confused, can Mercedes test there? If so, why?

It's not him who needs to get more data on the tires... it's Ferrari.

Indeed, with the regulation of tyres by Pirelli there will actually be no failures as seen during the race, so I think if it helps Ferrari then Alonso should probably pony up.

According to AUTOSPORT, Red Bull want a driver who can score at least 200 points in 2014.

So RB changed their tone from "having the two best drivers" vs a driver for 200 pts.

Either they are trying to get Kimi to lower his price... or to simply get someone to complement Vettel.

Race drivers are allowed to test for one day only. That's why Webber is not going to test as was planned by the team.

Ricciardo and Vettel will get half a day each.

Also Max Chilton is testing for Marussia. I'm not sure whether you consider him as an F1 driver :p
