I was already imagining that because of a new "clarification" of the testing regulations, the FIA had decided the testing was over for this year and the lovely Räikkönen would not be able to test any longer before Autralia (causing massive heart attacks on his fans and, therefore, dramatically increasing the health expenditure of most states of the world)

What I understand from the text is that the chassis is not redesigned. They just used a new chassis because fixing the new parts in the chassis would make the mechanics work all night long.
