Why restricting fuel weight or volume of fuel makes sense

If it were up to me I would set a limit on fuel weight or volume but no other restrictions on engine development. This would allow competitors to choose between a large engine turning slower and a smaller engine turning faster. It would allow forced induction. It would even allow experimentation with alternative fuels including but not limited to gasoline, ethanol, methanol, diesel, and oxygen bearing compounds. The lack of restrictions on displacement and cylinders and even fuel choice would allow the major automotive players to show their stuff without limitation. The fuel restrictions would force new technology and increase diversity of design something lacking in modern racing. Steve
