i feel that no overtaking in pitlane a bit harsh, it removes the excitement of SC. ofc, if incident is somewhere near start-finish straight then its ok

the main thing is, how much would they consider as sufficiently delayed, they are being quite ambiguous

From the regulations:
If the race is suspended and cannot be re-started, thirty seconds will be added to the elapsed time of any driver who was unable to use both specifications of dry-weather tyre during the race.
This is bulls**. What if a driver opts to start hard tyres and use it for the most of race as a strategic gain? Why should he be penalized for not doing anything illegal but a strategical move? Essence of the rule is not fair. Theoretically, strategic players could and would be punished just because they are aggressive. It needs tweakening.

Yes, if a race is suspended early enough in the running for some cars not to have switched to the second set of tires, there is no reason for any penalties. The only reason a driver should be penalized for improper use of tire compounds is if he completed the entire race distance or 2 hour time limit without using both dry compounds in a dry race. If a race stops earlier than scheduled distance or duration, there should be no penalty.

They must rename the rules to "How To Go To Sleep Early and Wake Up Early" :p

I can understand the pit lane overtaking ban though - it's very dangerous. The TV cams don't give a proper sense of the speed through there.
