Good point, I was thinking about that too. So basically all European tracks could host a FOTA race if they wanted? Obviously not many people still believe that a split will happen, but it just doesn't seem like the teams are ready for any kind of compromise. Or some teams could be, but they can't split FOTA because they'd get a 50 million fine then. So no matter what they do, somebody's going to sue them for millions
