The best driver never to deservely win an F1 race (but he won a Tasman series event!...) is not on the list: Chris Amon.
In my opinion the only two drivers worth to be included in the poll list due to excellent speed, driving skills, pure talent and charisma are Tom Pryce and Stefan Bellof. They both lived too short to demonstrate how good they were by regularly winning races.
The other drivers in the list were very good professionals, as many many others (Giacomelli, Johansson, De Cesaris, Capelli, Cheever and so on). Some of them could be awarded by a GP win on occasions after the drive of their life, but in all their carreers they were in the position to achieve it only very few times.

Actually this topic is an ill-named topic. If there is a best driver who never wins a race then there should be only one driver to speak about. But here, we are counting the "best" drivers ever to win a race. So, topic should be renamed such as "Good drivers never to win a race."

For me, Nick Heidfeld is the number one on the list. Out of countless race, he had only one chance in Canada 2008, but he couldn't make it. During most of his career, he never raced in a competitive car except for the BMW 2008 model, which was to be frank not that fast. So, we can't be sure whether he has what it takes to win a GP but I feel that he should have made it if he had raced in a Macca or Scarlet.
