I think you are right about that freeman law. I know that in Norway you can go to the coast and do a bit of fishing for youself (cod, haddock...) under the similar law.
In Russia it was something like: no one could own the land (I don't know how things are now), just state was giving some to people to use and all areas not used by other people or state are the property of the nation so anyone could go anywhere (almost, until you get to the area with the barbwire, then one prefered to go back quietly :O )
