Kimi HAS NOT BEEN EXCLUDED from WRC. IceOne has been excluded from the "manufacturers classifications", period. It doesn't have any consequence on Kimi as a driver, his points stay there, and it won't have any consequence for the following rallies. He can enter them with IceOne and keep scoring points.
If you read what the officials said, there's nothing about Kimi as a driver, it's Mr Evans who made that up. I really don't understand what's wrong with Autosport lately, I used to like and respect them.

If rumours are true (well, what Dani Sordo told a Spanish radio at the end of last season), a full season with Citroën as a privateer should be around 5 million $. The 9 European rallies plus Jordan should be around 3 million.
If that's true (I don't really) know, that would mean Australia, Argentina and Mexico cost 2 million $ because of the shipment of the cars and the whole logistic. Australia is the most expensive of the 3, so imagine how extremely expensive that rally is.
And if Red Bull budget doesn't cover that money, Kimi shouldn't put it from his pocket, even if he has the money.

The problem is that the damage has already been done. It's all over the internet, in the motorsport webpages of many different countries as "Raikkonen excluded from the WRC". TS has written an article to explain that Kimi has not lost his points and has not been excluded of the championship, that it's only the manufacturers' points what is gone. I doubt it will have much media coverage.

Silly season is obviously in full swing now! Don't think Williams could afford his wages or that Raikkonen would rock up back in F1 just to race in the midfield. Unless Williams have something spectacular up their sleeves!
