Quite a lot of time it's when there's no first lap SC. Because you then get a large field spread which reduces the likelihood of incidents. It's a common thing in Melbourne as well. I dont get it. I thought it was established by the BBC I think, reviewing the footage after the race that it was not a yellow light, but a slippery track light. Its just hard to tell the difference from the video.
